    Choosing a tronc provider in the UK

    Software platform, accountancy firm, in-house appointment or independent troncmaster — what actually separates them, and which one suits the business you are running.

    There are four realistic ways to run a tronc, and they differ on one thing that matters more than features or price: who takes the allocation decision. That single question decides whether tips sit outside employer National Insurance. Everything else — apps, dashboards, integrations — is convenience layered on top of it.

    The question that decides it

    HMRC's treatment turns on independence. If the employer determines how the pool is shared, the payments are ordinary earnings and attract employer and employee National Insurance like any other wage. If an independent troncmaster determines it under written rules, they do not.

    That is why a software platform, however good, cannot by itself deliver the National Insurance outcome — it automates a decision someone else still has to own. It is also why "we use a tronc app" is not an answer to an HMRC question, and why the strongest arrangements pair a clear appointment with tooling rather than treating the tooling as the scheme.

    How to choose for your situation

    • One site, modest tip pool, staff want visibility. Software plus a properly documented appointment is often proportionate.
    • Tips are a large share of total reward. The National Insurance at stake justifies an external troncmaster; you are insuring a number, not buying admin.
    • Multiple sites or brands. Consistency across sites is where groups fail reviews. Central decision-making with per-site rules beats per-site improvisation.
    • Recent acquisition, or a scheme you inherited. Start with a tronc audit before choosing a provider — you may be buying a fix for the wrong problem.
    • Board, lender or buyer asking questions. You need documentation and an independent party who can stand behind it.

    Nine questions to ask any provider

    1. Who takes the allocation decision — you, or us?
    2. Do you operate a separate tronc PAYE scheme, or run through our payroll?
    3. Will you write the scheme rules, or apply rules we give you?
    4. How do you handle kitchen and front-of-house differences?
    5. What records will exist if a worker requests theirs under the Tips Act?
    6. What happens at month end if the numbers do not reconcile to the till?
    7. Who covers the role during holiday, illness or turnover?
    8. What would you do if we asked you to change an allocation?
    9. If HMRC opens a review, what do you provide and what do we provide?

    The eighth question is the revealing one. A provider who says yes to an employer request to change a split is not independent, whatever the contract says.

    Switching provider

    Changing tronc arrangements mid-year is routine, but the handover has to leave an evidence trail: the closing distribution under the old rules, the appointment of the new troncmaster, the new rules and the date they take effect, and a communication to staff. Gaps in that sequence are what turns a tidy change into an awkward question two years later.

    What is the easiest tronc solution to use in the UK?
    For a single site with simple shifts, tip-distribution software is usually the quickest to start with because it plugs into the till and calculates shares automatically. For anything where the National Insurance position matters, the easier option in practice is an external troncmaster, because the work that takes time — writing defensible rules, operating a separate PAYE scheme and keeping records — is done for you rather than by you.
    What is the difference between tronc software and a troncmaster?
    Software calculates and distributes. A troncmaster takes the decision. HMRC's National Insurance treatment depends on who decides the allocation, not on which tool produced the numbers, so software alone does not make a scheme independent of the employer.
    Can our accountant act as troncmaster?
    Some accountancy firms offer it, and for a business already using them for payroll it can be convenient. The questions to ask are whether they take the allocation decisions themselves or simply process what you send them, and whether tronc is a core service or an add-on handled by the payroll team.
    Can we appoint our own general manager as troncmaster?
    Legally yes. In practice an internal troncmaster is deciding their colleagues' pay while reporting to the owner who must not influence them, and any evidence that the owner did influence them puts the whole National Insurance position at risk. It is the most common reason a scheme fails a review.
    What should a tronc provider be able to evidence?
    Written scheme rules, a documented appointment of the troncmaster, a separate tronc PAYE scheme, a distribution record that reconciles to till data, and records a worker can request under the Employment (Allocation of Tips) Act 2024. If a provider cannot show you all five, the arrangement will not stand up.
