Tronc management services, run by an independent troncmaster
An independent administrator runs your tronc every pay period, so qualifying voluntary tips can stay outside employer NIC and your Tips Act records are kept.
Our tronc management services give UK hospitality operators an independent troncmaster who decides and records the allocation every pay period, so the employer is not deciding who gets what. This is outsourced tronc management with a named person accountable for the scheme, not a software licence.
Tronc management means an independent administrator runs your tronc for you, every pay period. That person or firm decides how the pool is shared under written rules, without direction from the business. They produce the figures your payroll needs and keep the records. Owners and finance teams use it when they want tips handled properly but don't want anyone in the business making the allocation decision, because that is exactly what HMRC looks at.

An independent administrator, not just software
Tip software can collect hours, apply points and produce a spreadsheet. What it cannot do is be the troncmaster. For employer National Insurance, HMRC's E24 guidance looks at who actually decides the allocation. If the owner, a director or a site manager sets or approves the split, the payments are treated as made by the employer and the NIC relief falls away, whatever software produced the figures.
With an outsourced tronc management service, a named independent troncmaster takes on that decision, applies the rules consistently, and can explain any distribution to staff or HMRC. Your team keeps running the floor. You can keep whatever till, rota or tipping app you already use; we work from its exports.

What you get every pay period
- Collection of tip and discretionary service charge totals from your till and card reports
- Hours or points data checked against the rota before allocation
- The allocation calculation, applied by the troncmaster under your written rules
- A payroll file per employee, in the format your payroll accepts
- A reconciliation of money received against money distributed
- A staff-facing breakdown so people can see how their share was worked out
- An exceptions note: leavers, new roles, disputes and anything that needed a decision

How it connects to your payroll
Tronc payments are still taxable under PAYE, so they always go through payroll. The question is how. We either supply a distribution file that your existing payroll provider or in-house team imports each period, or the tronc runs through its own separate PAYE reference where that is the cleaner set-up. Payslips show tronc as a separate line from wages. We don't need to take over your main payroll, and we won't ask you to change provider.

Records you can produce on request
Since 1 October 2024 the Employment (Allocation of Tips) Act 2023 requires a written tipping policy and records covering three years, and workers can ask for their own. For each period we keep the tips received by source, the rules applied, the calculation, the per-person result and the payroll reconciliation. When a worker, an accountant, a buyer or HMRC asks, the answer is a file, not a search through site spreadsheets.

Who qualifies, and who doesn't
Tronc management suits restaurants, hotels, pubs, bars and multi-site groups that take card tips or a discretionary service charge, and that are willing to hand the allocation decision to someone independent. It is not a way to reduce NIC on everything. Mandatory service charges paid to staff attract National Insurance whatever route they take, including a tronc. Any saving applies only to genuinely voluntary tips and discretionary charges in a properly run scheme, so we do not promise a figure until we have seen how your money actually flows.
Not sure where you stand? The free tronc health check gives an estimate in a few minutes, with no email needed. If you are taking over an existing scheme, we start by reviewing it. If something needs fixing first, an independent tronc audit may be the better first step. Otherwise, request a tronc management quote.

Onboarding and governance
- Initial assessment: we review your current tipping policy, payroll set-up and how tips and service charge are collected.
- Rules agreed in writing: allocation rules (points, hours or both) are documented and shared with staff.
- Appointment: the independent troncmaster is formally appointed and any tronc PAYE arrangements with HMRC are put in place where needed.
- First allocation: we produce the first allocation and payroll file and check it against your payroll output.
- Ongoing governance: rule changes are recorded with reasons, staff queries are answered and records are kept for at least three years.
Employer NIC relief can apply only to qualifying, genuinely voluntary tips and discretionary service charge allocated independently. Mandatory service charges paid to staff attract NIC whatever route they take (HMRC E24). Savings are never guaranteed. What happens when you start
Days 1–7: handover
We take over your existing scheme, review the rules and past distributions, and flag anything that puts the NIC exemption or Tips Act compliance at risk.
Days 8–20: first cycle
We collect the tip data, apply the allocation rules as independent troncmaster, and issue the distribution schedule to payroll.
Days 21–30: records and reporting
You receive the audit trail, the staff-facing breakdown, the payroll file and a reconciliation of money received against money distributed.
Who this is not for
Tronc Management Services only works when these conditions hold. We would rather say so now.
- Businesses that do not take card tips or service charge — there is nothing for a tronc to distribute.
- Employers who want to keep control of who gets what: an independent troncmaster must allocate free of employer direction, or the NIC exemption fails.
- Anyone expecting NIC relief on a mandatory service charge. Under HMRC E24, a mandatory charge paid to staff attracts NIC however it is shared.
- Groups that want the troncmaster role held by a director or site manager — that is employer control and removes the exemption.
Card tips, discretionary service charge and multi-site groups are all in scope.
